Across Europe, affordable housing has moved from a “national issue” to a shared European priority.
The European Commission is preparing its first-ever European Affordable Housing Plan through a 2025 Affordable Housing Dialogue and a dedicated Housing Task Force, signalling a new phase of multi-level action. At the same time, the European Investment Bank (EIB) has launched a Housing Action Plan structured around innovation in construction, energy-efficient renovation, and new affordable build, backed by increased lending and an explicit push to scale “HousingTech” across the supply chain. Complementing this, the New European Bauhaus Affordable Housing Initiative frames affordability together with sustainability, design quality, and inclusion, calling for digital, circular, and modular solutions in real neighbourhoods.
City leaders have also formed a “Mayors for Housing” coalition and a European Housing Action Plan, asking for direct EU funding, better regulation of short-term rentals, and scalable housing delivery models rooted in local realities. In this policy context, the workshop investigates how public-interest technologies can expand governments’ capacity to act along the whole housing chain: planning → financing → building → allocating → managing → retrofitting. Participants will explore a portfolio of solutions including modular/off-site and industrialised construction, data analytics and AI for demand forecasting and zoning scenarios, digital twins for neighbourhood-scale planning, circular and low-carbon building technologies, civic-tech platforms for transparent allocation and participation, and RegTech tools to streamline permitting and compliance.
The session combines policy analysis with collaborative work. Through guided group activities, participants will map policy bottlenecks, match them with relevant technologies, and outline “tech-enabled public interventions” that are feasible, equitable, and aligned with EU goals for affordability, decarbonisation, and social cohesion. The output will be a shared, actionable technology roadmap to pilot and scale housing innovation in the public interest.

WS2A: Come adottare l’Intelligenza Artificiale nelle organizzazioni del sistema pubblico (ITA)
L’intelligenza artificiale sta ridefinendo in profondità i modelli di servizio, i processi interni, il lavoro degli operatori pubblici e il modo in cui le amministrazioni interagiscono con cittadini e imprese. Di fronte a un panorama tecnologico in rapida evoluzione, le PA devono orientarsi tra possibilità, limiti, requisiti di responsabilità e impatti organizzativi. Comprendere come l’IA può essere adottata in modo efficace, sicuro e sostenibile diventa quindi essenziale per trasformare le intuizioni strategiche in scelte operative consapevoli.Il workshop offre ai partecipanti una lettura strutturata delle opportunità, dei rischi, delle barriere e degli abilitatori necessari all’adozione dell’IA nel settore pubblico. Si esploreranno gli scenari di normativi europei e nazionali, i principali modelli di rischio e gli impatti sui processi organizzativi, analizzando il ruolo di elementi chiave come governance dei dati, gestione del ciclo di vita algoritmico, trasparenza, accountability, sicurezza e qualità dei sistemi. L’obiettivo è fornire una cornice chiara per orientare decisioni di investimento, innovazione e procurement, senza dare per scontato che l’IA sia sempre la risposta, ma comprendendo dove può davvero generare valore pubblico.La seconda parte del workshop prevede un’attività pratica basata sul toolkit Feel per la roadmap sull’IA. I partecipanti utilizzeranno uno degli strumenti dedicati agli use case, progettato per identificare, valutare e prioritizzare i casi d’uso secondo criteri di valore pubblico, fattibilità tecnica e organizzativa, rischi, maturità dei dati e implicazioni per il procurement. Lavorando su scenari reali, sperimenteranno come passare dall’analisi delle opportunità all’individuazione di progetti concreti, pronti per essere approfonditi nelle successive fasi decisionali.Al termine del workshop, i partecipanti avranno una visione più chiara del percorso “opportunità → rischi → abilitatori → use case”, insieme agli strumenti per orientare con maggiore consapevolezza l’integrazione dell’IA nei processi organizzativi e decisionali della Pubblica Amministrazione.

WS2B: Climate adaptation & food resilience in the Mediterranean and Gulf region (ENG)
The Mediterranean and Gulf regions are confronting accelerating climate pressures that directly threaten the stability of their food systems. Chronic stressors — water scarcity, soil degradation and desertification, sea-level rise, salinisation and coastal erosion — combine with extreme events such as floods, droughts, dust storms and heatwaves to disrupt the natural resource base, damage critical infrastructures, weaken value-chain operations, and heighten vulnerabilities across communities.These pressures reverberate through the food-system value chain: production & sourcing systems, transformation & distribution, communities.This workshop applies a structured framework that links climate stressors to food-system functions, identifies where impacts occur (resource base, infrastructures, value chain, communities), and explores the cross-cutting enabling technology clusters that can strengthen resilience.Through expert insights and collaborative design, participants will examine how Mediterranean and Gulf actors can combine these technological enablers to address shared vulnerabilities and build adaptive, diversified, and equitable food systems. The outcome is a set of actionable pathways for technology-enabled food resilience under accelerating climate stress.
